About this opportunity
The U.S. Air Force Materiel Command Lifecycle Management Center is seeking engineering services for the B-1 Radar system, specifically supporting the B-1B AN/APQ-164 antenna. The contract will provide comprehensive sustaining engineering services, including on-call engineering support, radar software integration lab sustainment, fleet technical support, and Aircraft Availability and Reliability Team (AART) support. Based on Title 10 U.S.C. 2304(c)(1), the procurement is considered a single-source contract due to Northrop Grumman being the sole integrator with the necessary technical knowledge of the system. The pre-solicitation notice was posted on May 21, 2025, with responses due by June 5, 2025, under NAICS Code 541330 for Engineering Services. While specific evaluation criteria are not detailed, the contract appears to prioritize technical expertise and system-specific knowledge.
The contract is not set aside for any specific business category and will be a single award indefinite delivery, indefinite quantity (IDIQ) contract with a 5-year performance period. Northrop Grumman (CAGE# 2S209) is the incumbent and expected sole contractor, currently supporting the program under GSA OASIS Task Order 47QFWA21F0007/GS00Q14OADU325. The size standard for the NAICS category is $25.5 million, suggesting a potentially significant contract value. The procurement will cover both recurring services and non-recurring task assignments, including advanced sustainment needs, engineering deliverables, and Upgraded System Test Bench (USTB) software maintenance. The contract aims to ensure continuous technical support and maintenance for the B-1 Radar system's complex antenna and software infrastructure.
Notice text
This announcement constitutes the official pre-award synopsis, as the U.S. Air Force intends to award a recurring
and non-recurring engineering services contract with activities encompassing NAICS Code 541330 (size standard
of $25.5M). This award is based on Title 10 U.S.C. 2304(c)(1), whereby the supplies or services required
are available from only one source, and no other type of supplies or services will satisfy agency requirements.
A single award indefinite delivery, indefinte quantity contract vehicle with multiple contract types is anticipated with a period of performance of 5 years. This award will provide comprehensive sustaining engineering for the B-1 Radar system, building upon the support currently provided under GSA OASIS Task Order 47QFWA21F0007/GS00Q14OADU325. This contract encompasses recurring services such as on-call engineering support for field issues, NG Radar Software Integration Lab (SIL) sustainment, fleet technical support, and Aircraft Availability and Reliability Team (AART) support. It also includes non-recurring task assignments for advanced sustainment needs exceeding form/fit/function replacement, engineering deliverables, and Upgraded System Test Bench (USTB) software maintenance.
As the sole integrator for the AN/APQ-164, Northrop Grumman (CAGE# 2S209) is the only contractor
with the technical knowledge of the systems and software necessary to provide the technical data, resources, and
expertise necessary to fulfill the Government's requirements.
