About this opportunity

The Department of the Navy Naval Supply Systems Command is soliciting repair services for two units of a shut-off valve (NIIN 012207435, Part Number 109382-23-1) in support of the Kansas, classified as a Foreign Military Sales requirement. Honeywell International Inc., located in Phoenix, Arizona, is identified as the sole known source with full repair capabilities for these flight-critical components. All responsible sources are invited to submit capability statements, proposals, or quotations for consideration, though only previously government-approved sources have been formally solicited. A critical requirement is that government source approval must be obtained prior to contract award due to the flight-critical nature of the items and inadequate technical data to support full and open competition. The pre-solicitation notice was posted on December 4, 2025, with a deadline of December 19, 2025, and interested parties should direct questions to Shannon K. Hart at 215-697-3638 or Danielle Grzeszczak at 215-697-3473.

This procurement has no set-aside designation and Honeywell International Inc. is the currently approved and sole-source contractor for this requirement. No specific award value or budget range is provided in the notice. For companies not already approved as sources, submission of source approval documentation is mandatory and should include the technical data outlined in the U.S. Navy Aviation Supply Office Source Approval Information Brochure available on the NAVSUP website. The repair involves two units of a powered valve component and falls under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC code 4810 (Valves, Powered). Given the government approval timeline requirements and the flight-critical classification of these items, companies seeking to compete should understand that approval of new sources typically cannot occur before contract award.

Honeywell International Inc. (99193) located in Phoenix, Arizona is the only known source to possess full repair capabilities. For questions concerning this notice, contact Shannon K. Hart, 215-697-3638, email: Shannon.k.hart4.civ@us.navy.mil or Danielle Grzeszczak, 215-697-3473, email: danielle.grzeszczak.civ@us.navy.mil

The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair or production via full and open competition. Only the source previously approved by the government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure: https: //www.navsup.navy.mil/NAVSUP-Enterprise/NAVSUP-Weapon-Systems-Support/Business-Opps/ . This brochure identifies technical data required to be submitted based on your companys experience in repair of the same or similar items. You can also complete a NAVSUP interested Vendor Form for business opportunities with NAVSUP; please see link in attached synopsis document. If your request for source approval is currently being evaluated at NAVSUP WSS - P, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
