About this opportunity
The Department of the Navy Naval Supply Systems Command (NAVSUP) is soliciting repair services for two aircraft component types: two units of RADAR DATA CENTER (NIIN 016482622, PN 4987536-7) and one INERTIAL MEASUREMENT UNIT (IMU) (NIIN 016320381) in support of a Foreign Military Sales (FMS) requirement for the United Kingdom. The items are classified as flight-critical components, and the government lacks complete technical data and drawings to support full and open competition. Raytheon Company, located in McKinney, Texas, is the known sole source with full repair capabilities for these items. Prospective contractors must demonstrate source approval capability and technical qualifications to perform repairs on flight-critical equipment. Key deadlines include a pre-solicitation notice posting date of December 4, 2025, and a due date of December 19, 2025; inquiries should be directed to Shannon K. Hart (215-697-3638) or Danielle Grzeszczak (215-697-3473) at the Naval Supply Systems Command.
Although no set-aside designation applies to this procurement, Raytheon Company is the only previously approved source currently solicited due to the specialized nature of these flight-critical components and the technical data limitations. Unapproved sources interested in submitting proposals must include source approval documentation as detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure, which specifies required technical data based on company experience with identical or similar repair work. The specific contract value or budget range is not disclosed in this pre-solicitation notice. This requirement encompasses the repair of three total units (two radar data centers and one IMU) and represents a specialized procurement where timeline considerations favor established, government-approved repair sources due to the extended approval process for new vendors.

Even though these items are sole source to Raytheon Company, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. For questions concerning this notice, contact Shannon K. Hart, 215-697-3638, email: Shannon.k.hart4.civ@us.navy.mil or Danielle Grzeszczak, 215-697-3473, email: danielle.grzeszczak.civ@us.navy.mil
The subject items require Government source approval prior to contract award, as the items are flight critical and/or the technical data available has not been determined adequate to support repair or production via full and open competition. Only the source previously approved by the government for repair of these items has been solicited. The time required for approval of a new source is normally such that an award cannot be delayed pending approval of a new source. If you are not an approved source you must submit, together with your proposal, the information detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure: https: //www.navsup.navy.mil/NAVSUP-Enterprise/NAVSUP-Weapon-Systems-Support/Business-Opps/ . This brochure identifies technical data required to be submitted based on your companys experience in repair of the same or similar items. You can also complete a NAVSUP interested Vendor Form for business opportunities with NAVSUP; please see link in attached synopsis document. If your request for source approval is currently being evaluated at NAVSUP WSS - P, submit with your offer a copy of the cover letter that forwarded your request for source approval. Offers received which fail to provide all data required by the Source Approval Brochure or document previous submission of all data required by the Source Approval Brochure will not be considered for award under this solicitation. Please note, if evaluation of a source approval request submitted hereunder cannot be processed in time and/or approval requirements preclude the ability to obtain subject items in time to meet government requirements, award of the subject requirement may continue based on Fleet support needs.
