About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting repair services for a fluid pressure regulating valve (NIIN 013177769, PN 123SCEC5020-17) in support of a Foreign Military Sales requirement for Japan. This pre-solicitation notice seeks capable contractors to perform one repair on a flight-critical component for which complete technical data and drawings are not available from the government. While Honeywell International Inc., located in Phoenix, Arizona, is the currently approved sole source for these repair services, the Navy is inviting all responsible sources to submit capability statements, proposals, or quotations for consideration. Government source approval is mandatory prior to contract award due to the flight-critical nature of the item and the inadequacy of available technical data to support repair or production through full and open competition. The pre-solicitation notice was posted on December 4, 2025, with proposals due by December 19, 2025; interested vendors can direct questions to Shannon K. Hart at 215-697-3638 or Danielle Grzeszczak at 215-697-3473.
This procurement is not designated as a set-aside contract. Honeywell International Inc. is identified as the only known source with full repair capabilities and is the previously approved government contractor for this requirement. Non-approved sources wishing to compete must submit technical data, company experience documentation, and source approval information as detailed in the U.S. Navy Aviation Supply Office Source Approval Information Brochure, understanding that the typical source approval timeline may not accommodate delays in the award process. Applicants with pending source approval requests at NAVSUP WSS-P should include a copy of their request cover letter with their offer. No specific award value or budget range is provided in this pre-solicitation notice, nor is a specific timeline for contract performance detailed.
