About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland is procuring final design and integration support services for Advanced Electronic Warfare (ADVEW) A-Kits to be incorporated into production Block III F/A-18E and F/A-18F Super Hornet aircraft equipped with Wide Band Radar Systems in Fiscal Year 2026. The scope of work includes non-recurring engineering (NRE) integration design activities, component redesign as necessary for ADVEW integration on Block III and Block III Lite aircraft configurations, and deliverables encompassing analysis and technical drawings for Lot 26-42A and 74R. This procurement will be conducted as a sole source award to The Boeing Company under a modification to existing Delivery Order N0001925F0085, which operates under Basic Ordering Agreement N0001921G0006. The sole source justification is based on Boeing's exclusive status as the original equipment manufacturer and only entity possessing the complete F/A-18 design and drawing packages with the necessary technical data to execute the required integration work. The pre-solicitation notice was posted on March 20, 2026, with an anticipated question deadline of April 3, 2026.
This procurement is being conducted without any set-aside designation and will be awarded to The Boeing Company as the incumbent and sole source contractor. While the pre-solicitation notice does not specify an award value or budget range, the work is scheduled for completion during fiscal year 2026 and involves substantial non-recurring engineering and design integration activities across multiple aircraft lots and configurations. Subcontracting opportunities are available through Boeing, with interested potential subcontractors directed to contact Schyler M. Pokorski at the company's defense division. The acquisition falls under NAICS category 336411 (Aircraft Manufacturing) and PSC category 1510 (Aircraft, Fixed Wing), indicating this is a specialized defense aircraft modernization program. The government does not possess complete technical drawing packages with government purpose rights, which further supports the sole source justification and Boeing's unique capability to perform this advanced avionics integration work.

Description/Synopsis:
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2231) intends to negotiate and award a sole source modification to The Boeing Company (TBC) under Delivery Order (DO) N0001925F0085 under Basic Ordering Agreement (BOA) N0001921G0006. This DO modification is to procure the final design of the Advanced Electronic Warfare (ADVEW) A-Kits and integration support into a production Block III F/A-18E and a production Block III F/A-18F configured with the Wide Band Radar (WBRS) in FY26.
This modification will provide the Non-Recurring Engineering (NRE) Integration Design for Lot 26-42A Analysis/74R Drawings. The contractor shall perform NRE to design or redesign aircraft components necessary for the integration of ADVEW on the Super Hornet SLM Block III and Block III Lite Aircraft Configurations.
This acquisition is being pursued on sole source basis under the statutory authority of Title 10, U.S.C Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” TBC is the OEM and maintains the F/A-18 and EA-18G design and drawing packages of all the systems integrated on the Platform. The Government does not own a complete F/A-18 drawing package with Government Purpose Rights. Only TBC possesses the technical data necessary to fulfill the minimum requirement.
