About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a sole source modification to The Boeing Company under an existing delivery order for the final design of Advanced Electronic Warfare (ADVEW) A-Kits and integration support for F/A-18E and F/A-18F Block III aircraft configurations. The procurement focuses on Non-Recurring Engineering (NRE) Integration Design for aircraft components necessary to integrate ADVEW systems onto Super Hornet Block III and Block III Lite aircraft equipped with Wide Band Radar systems. This modification is justified under sole source authority per Title 10, U.S.C Section 2304(c)(1) and FAR 6.302-1, as Boeing is the original equipment manufacturer and maintains exclusive access to the F/A-18 and EA-18G design and drawing packages required for the integration work. The government does not possess complete F/A-18 drawing packages with Government Purpose Rights, making Boeing the only responsible source capable of fulfilling the minimum requirements. The response deadline for this pre-solicitation notice is September 12, 2025.
This procurement does not utilize any set-aside designation and is structured as a sole source award to The Boeing Company, the incumbent contractor holding the existing Basic Ordering Agreement N0001921G0006 and Delivery Order N0001925F0085. The work specifically targets Lot 26-42A Analysis/74R Drawings and encompasses both production Block III F/A-18E and F/A-18F aircraft variants configured with Wide Band Radar systems. The modification is scheduled for FY25 execution and involves designing or redesigning aircraft components to accommodate the ADVEW system integration. Companies seeking subcontracting opportunities are directed to contact Boeing's Jack Kafoury at jack.m.kafoury@boeing.com. The contract falls under NAICS code 336411 for Aircraft Manufacturing and PSC code 1510 for Aircraft, Fixed Wing, reflecting the specialized nature of the military aviation integration work.

The Naval Air Systems Command (NAVAIR) at Patuxent River, MD (V2231) intends to negotiate and award a sole source modification to The Boeing Company (TBC) under Delivery Order (DO) N0001925F0085 under Basic Ordering Agreement (BOA) N0001921G0006. This DO modification is to procure the final design of the Advanced Electronic Warfare (ADVEW) A-Kits and integration support into a production Block III F/A-18E and a production Block III F/A-18F configured with the Wide Band Radar (WBRS) in FY25.
This modification will provide the Non-Recurring Engineering (NRE) Integration Design for Lot 26-42A Analysis/74R Drawings. The contractor shall perform NRE to design or redesign aircraft components necessary for the integration of ADVEW on the Super Hornet SLM Block III and Block III Lite Aircraft Configurations.
