About this opportunity
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to negotiate and award a sole source modification to The Boeing Company under an existing delivery order for the final design of Advanced Electronic Warfare (ADVEW) A-Kits and integration support into production Block III F/A-18E and F/A-18F aircraft configured with Wide Band Radar (WBRS) in fiscal year 2025. The modification will provide Non-Recurring Engineering (NRE) Integration Design for Lot 26-42A Analysis/74R Drawings, requiring Boeing to perform NRE to design or redesign aircraft components necessary for integrating ADVEW on Super Hornet SLM Block III and Block III Lite Aircraft Configurations. This sole source procurement is justified under Title 10 U.S.C. Section 2304(c)(1) and FAR 6.302-1 because Boeing is the original equipment manufacturer and maintains the F/A-18 and EA-18G design and drawing packages for all integrated platform systems. The government does not own a complete F/A-18 drawing package with Government Purpose Rights, making Boeing the only source with the necessary technical data to fulfill the minimum requirements. The response deadline for this pre-solicitation notice is September 12, 2025.
This procurement does not utilize any set-aside designations and Boeing is identified as both the incumbent contractor and sole qualified source under the existing Basic Ordering Agreement N0001921G0006 and Delivery Order N0001925F0085. The contract falls under NAICS code 336411 for Aircraft Manufacturing and PSC code 1510 for Aircraft, Fixed Wing. While specific award values are not disclosed in the notice, the work involves final design modifications for multiple aircraft lots (Lot 26-42A) and encompasses both F/A-18E and F/A-18F variants in the Super Hornet Block III configuration. Companies interested in subcontracting opportunities are directed to contact Boeing's Jack Kafoury at jack.m.kafoury@boeing.com. The modification specifically targets fiscal year 2025 delivery and focuses on integrating advanced electronic warfare capabilities into the latest block configuration of these naval fighter aircraft.
