About this opportunity
The Department of the Interior Fish and Wildlife Service has issued a pre-solicitation synopsis for a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract focused on Fish Marking services across Oregon, Washington, and Idaho. The synopsis is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a) as a mandatory notification before solicitation issuance. This is not a formal request for proposals, but rather an invitation for industry input and comments regarding the upcoming contract opportunity. The proposed IDIQ contract will be competed under full and open competition within the NAICS code 561320 (Temporary Help Services), which has a size standard of $34 million. The synopsis specifically aims to gather feedback from potential contractors before the formal solicitation process begins.
Interested vendors will have the opportunity to submit responses based on the attached Fish Marking Standards document, which provides comprehensive guidelines for fish marking services. The contract seeks contractors capable of performing precise fish marking using four specific methods: adipose fin clip with coded wire tag, double fin clip with coded wire tag, coded wire tag only, and fin clip only. Contractors must meet stringent performance requirements, including maintaining a maximum 2% fish rejection rate and achieving specific daily marking rates ranging from 1,200 to 6,000 fish per 8-hour shift depending on marking method and fish size. Eligibility will be open to vendors who can demonstrate compliance with the detailed marking standards, including careful fish handling, proper training, and technical proficiency. The solicitation deadline is set for April 24, 2025, providing potential contractors a week to review the pre-solicitation synopsis and prepare initial comments or assessments of the upcoming contract opportunity.
