About this opportunity

NAVSUP Weapon Systems Support Philadelphia is seeking contractors to provide repair and modification services for Digital Electronic Control Units (EDECU) used in UH-60 aircraft. The Department of the Navy Naval Supply Systems Command intends to pursue a sole-source procurement under FAR 6.302-1 authority, citing that the government lacks the necessary data to perform required repairs or manufacture these items. Interested contractors must be pre-approved sources, as WSS will not delay award while source approval is pending, and the approval process typically requires more time than award timelines allow. Companies that are not currently approved sources must submit comprehensive source approval documentation along with their proposals, following guidelines available in the NAVSUP-WSS Source Approval Information Brochure for Repair. All capability statements and expressions of interest must be submitted within 15 days of the July 10, 2025 publication date, with responses due by July 28, 2025. The contracting officer Charles Horan can be reached at charles.f.horan4.civ@us.navy.mil for additional information.

This procurement does not utilize any set-aside designation and no incumbent contractor is specifically identified in the notice. The attached Exhibit A reveals the contract scope includes five variants of Supervisory Control Units with part numbers ranging from 017183932 to similar derivatives, with unit prices between $29,746.00 and $33,517.00. Annual quantities vary significantly across the variants, with some requiring 10 units per year while others need 20-40 units annually over a five-year period. The contract specifies a 50-day turnaround time (RTAT) for repairs and operates under Input Cognizance Code 7R H 2995. Based on the pricing structure and multi-year quantities outlined in the October 28, 2024 exhibit, the total contract value could potentially reach several million dollars over the five-year performance period.
