About this opportunity

The Defense Logistics Agency Land and Maritime is conducting a market survey to identify potential suppliers for a Swing Drive Assembly (NSN 2920-01-2083410), a motor vehicle electrical and electronic equipment component. The agency is seeking comprehensive supplier information to inform the development of a realistic and competitive solicitation, with responses due by April 2, 2026. Potential respondents must provide detailed business and product information, including NAICS code classification, business size designation, manufacturer status, inventory availability, delivery timelines, and pricing structures. The survey requires documentation of commercial item status, hazardous material declarations, packaging compliance with specified standards including STD-COM Package I/A/W ASTM D 3951 and RFID capabilities, and willingness to pursue Firm Fixed Price contracts. Respondents must submit completed questionnaires directly to Contract Specialist Sarah Harmon at sarah.harmon@dla.mil, with the same deadline of April 2, 2026.

This procurement includes no set-aside designations and currently identifies two approved sources: Grove U.S. LLC (CAGE 12361) and Oshkosh Defense (CAGE 75Q65). The government determined it is uneconomical to purchase data rights or reverse engineer the part from additional sources, though qualified contractors may apply through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program by submitting a comprehensive application package demonstrating manufacturing capability equal to or superior to the original equipment manufacturer. No specific contract value or quantity requirements are disclosed in this pre-solicitation notice. The market survey serves as an information-gathering mechanism rather than a formal request for quotation, designed to establish realistic procurement parameters prior to formal solicitation release. Companies interested in becoming approved sources must provide technical documentation substantiating product quality and manufacturing competence equivalent to or exceeding current approved suppliers.
