About this opportunity
The Department of the Air Force Air Mobility Command, through the 436th Contracting Squadron, is seeking small business contractors to provide seasonal opening and closing services for a swimming pool and splash park facility at Dover Air Force Base in Delaware. The contractor must supply all management, tools, supplies, equipment, and labor necessary to operate these services, including providing startup water balancing chemicals and winterization chemicals, while the government will supply CO2 and liquid chlorine. Key requirements include conducting a mandatory pre-opening site meeting two weeks prior to the pool season opening with representatives from Base Safety, Public Health (Bioenvironmental), Facilities and Services Management, the FSS Pool Manager, and the Contracting Officer's Representative, and responding to service repair requests within 48 hours. Pool operators must hold valid certifications obtained within the last three years, and all electrical work must comply with 2023 NEC standards and be completed by licensed electricians. The sources sought announcement was posted on March 3, 2026, with responses due by March 13, 2026, and final approval for seasonal opening will be determined through independent water quality testing conducted by Dover AFB Bioenvironmental seven days prior to the facility opening to verify proper pH and chlorine residual levels.
This opportunity is designated as a Total Small Business set-aside, making it exclusively available to qualified small business concerns. The pre-solicitation notice does not identify any current contractors or provide a specific budget range or award value. The swimming pool facility measures 224,400 gallons and includes a water slide, with pool startup occurring during the first week of May in advance of Memorial Day weekend operations and closure by the third week of September following Labor Day. The splash park operates on a similar seasonal schedule with comparable startup and closure procedures. Interested contractors must submit their business size classification, small business socioeconomic status if applicable, and relevant NAICS codes, with the applicable NAICS code identified as 561790 (Other Services to Buildings and Dwellings) and the PSC code as R499 (Support-Professional: Other).
