About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award a sole-source purchase order to Echoview Software PTY, LTD for Echoview Maintenance and Technical Support Software Licenses and services, with capabilities statements due May 19, 2026. No set-aside applies to this sole-source requirement under 41 U.S.C. 1901 and FAR 12.102(a).
Place of performance is at the Southwest Fisheries Science Center, with work supporting oceanographic and acoustic surveys. The software is mission-critical and highly specialized for acoustic data collection and processing; all license agreements are customized with module selections for specific program needs. NOAA's Advanced Survey Technologies Group requires renewal of three existing Echoview licenses (EV0547, SFSC-4L1, and SFSC-6) plus an additional Habitat Classification module for license EV0547. The licenses include module combinations spanning Essentials, Survey Suite, Automation, Advanced Operators, School Detection, Multibeam Fish Tracking, and Multibeam School Detection.
The sole-source determination is predicated on brand-name essentiality, 31 years of historical use, compatibility with existing systems, exclusive licensing agreements, and Echoview's unique status as the only authorized reseller for maintenance and technical support. Market research confirmed no alternative vendors can provide equivalent support. The contract covers one base year (2026–2027) and four option years through 2030–2031. No award value is stated. Interested parties must submit capabilities statements with technical data and cost information demonstrating capability to meet the requirement; submissions containing only questions will not be considered. NOAA affirms plans to seek competition for future Echoview acquisitions.
