About this opportunity
The U.S. Army Corps of Engineers Portland District has issued a Special Notice announcing its intent to award a sole-source contract to Pacific Power Group, LLC for maintenance services on the Survey Vessel Redlinger's MTU engines. The vessel, home-ported in Portland, Oregon, is equipped with two MTU Series 60 Main Propulsion Engines that require annual preventative maintenance at scheduled hourly intervals. The contract authority is based on 10 U.S.C 2304(c)(1) and FAR 6.302-1, citing only one responsible source as justification for the non-competitive acquisition. The work falls under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The agency has indicated that no formal solicitation will be posted as they intend to proceed with the sole-source action.
The primary objective of this Special Notice is to provide advance notification of the planned contract award for comprehensive MTU engine maintenance services. The contractor must furnish all management, supervision, labor, equipment, materials, and genuine MTU parts necessary for engine overhaul and repair, with all work performed by MTU factory-authorized technicians. Services may be performed at various locations including shipyards in Portland, Oregon; Seattle/Everett, Washington; or Astoria, Oregon, and must include operational maintenance support for one year following contract award. The Special Notice was posted on August 8, 2025, with a response deadline of August 23, 2025. Since this is structured as a sole-source procurement, contractors seeking to participate would need to demonstrate their capability as the only responsible source capable of meeting the specialized MTU engine maintenance requirements.
