About this opportunity

The Department of the Air Force Air Mobility Command seeks six arctic survival kits for delivery to Fairchild Air Force Base, Washington, with proposals due September 8, 2026 at 10:00 AM PT and questions due September 1, 2026 at 10:00 AM PT. The procurement is a 100% small business set-aside under NAICS 339920 (Sporting and Athletic Goods Manufacturing) with a 750-employee size standard.

The kits comprise 41 line items organized into two contract line items: CLIN 0001 (items 0001–0029) and CLIN 0002 (items 0030–0041), each priced as a single lot. Components include headwear, protective gloves (including hoist operator–certified pairs), fire-resistant apparel, climbing and rigging hardware with specified load ratings, lighting and navigation equipment (including NVG-compatible watches and Garmin Fenix body-monitoring capability), straw water filters meeting EPA/NSF standards, trauma kits with one-hand deployment capability, cooking systems, 20-degree sleeping bags with Primaloft insulation, tactical backpacks (30L and 50L), and rolling luggage (95L). All items specify detailed technical requirements with "brand name or equal" options. Contractors must quote the kits for six named team members with specified sizing across apparel and protective gear, and must provide black or tan colored coolers and trauma kit carrying cases. Sizing specifications in Attachment 3 take precedence over conflicting salient characteristics in Attachment 1.

Delivery is required to 36 Rescue Squadron, 106 Taxiway J Road, Fairchild AFB, WA 99011 with all shipping costs included. The contract is Firm Fixed Price, FOB Destination, with inspection and acceptance at destination. The Buy American Act applies; the Berry Amendment does not. Evaluation weighs price and Supplier Performance Risk System assessments per R-DFARS 252.204-7024. Prospective offerors must register in SAM. The government intends to award without discussions and reserves the right to reject all offers and cancel the solicitation. Funds are not presently available; award will not be made until funding becomes available. Amendment 0001 extended the due date from September 3 and addressed 22 contractor questions with revised documents effective September 1, 2026.
