About this opportunity
The U.S. Army Corps of Engineers Portland District has issued a Special Notice announcing its intent to award a sole-source contract to Pacific Power Group, LLC for maintenance of MTU engines aboard the Survey Vessel Elton. The vessel, homeported in Portland, Oregon, is equipped with two MTU Series 60 Main Propulsion Engines that require annual preventative maintenance at scheduled intervals. This non-competitive acquisition is being conducted under the statutory authority of 10 U.S.C 2304(c)(1) and FAR 6.302-1 for "Only one responsible source." The contract falls under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,300 employees. The Special Notice was posted on August 7, 2025, with a due date of August 22, 2025.
The primary objective is to secure comprehensive maintenance services for the vessel's MTU engines, requiring all work to be performed by MTU factory authorized technicians using genuine MTU parts from authorized dealers. The contractor must provide all necessary management, supervision, labor, facilities, equipment, and materials to execute engine overhaul and repair work, with services potentially performed at shipyards in Portland, Oregon; Seattle/Everett, Washington; or Astoria, Oregon. The contract includes one year of operational maintenance support following award receipt. Since this is a sole-source action, no formal solicitation will be posted, and the government intends to proceed directly with Pacific Power Group, LLC. Contractors must meet the eligibility requirement of being MTU factory authorized with access to genuine MTU parts and authorized technician services.
