About this opportunity

The Naval Information Warfare Systems Command (NAVWAR) intends to award a sole-source contract for Surveillance Towed Array Sensor System (SURTASS) active sonar power Amplifiers production and sustainment. The procurement is specifically focused on acquiring up to 60 amplifier units, associated spares, engineering support services, and logistics support for the Compact Low Frequency Active (CLFA) sonar system. These amplifiers will be integrated into new Japanese Auxiliary Oceanographic Surveillance (J-AOS) and Auxiliary Oceanographic Surveillance (T-AGOS) Class-25 ships as part of the Navy's 2023 shipbuilding program. Interested parties must submit their interest and capabilities in writing within 30 calendar days of publication, with all communications directed to Donica Ryder at donica.l.ryder.civ@us.navy.mil. The government emphasizes that this notice is anticipatory and not binding, and will not pay for any submitted information.

The pre-solicitation notice indicates no specific set-aside designation for the contract. Instruments Incorporated (CAGE 34563), located in San Diego, California, is identified as the sole source and original equipment manufacturer for these amplifiers. The contract is estimated at $17 million, with a base period of one year and four potential option years, anticipated for award in the fourth quarter of Fiscal Year 2026. Instruments, Inc. is positioned as the exclusive provider due to its unique technical expertise, specialized facilities, and proprietary processes for fabricating and testing these amplifier systems. The amplifiers are critical components of the Navy's maritime surveillance capabilities, supporting active sonar systems designed to locate targets of interest and replace aging T-AGOS platforms.
