About this opportunity

The US Geological Survey (USGS) Oregon Water Science Center is seeking a small business contractor to perform surface water database cleanup services. The project involves correcting errors and omissions in a hydrologic database migrated from the Automated Data Processing System (ADAPS) to Aquarius. Contractors must demonstrate extensive knowledge of ORWSC database systems and have capabilities to remove erroneous data, restore missing published data, and ensure public accessibility via NWIS web for over 900 sites covering 100+ years of historical information. All proposals must be submitted electronically to Contract Specialist Rupert Lujan at rlujan@usgs.gov by February 14, 2025, at 0800 hours central time, with any questions required to be submitted by February 7, 2025. The evaluation will be based on technical descriptions of proposed services, compliance with solicitation requirements, and the detailed evaluation factors outlined in the attached documentation.

The solicitation is specifically set aside for small businesses under NAICS code 541690 (Other Scientific and Technical Consulting Services) with a size standard of 17 employees. The contract will span a base year and one optional year, with work to be performed in Portland, Oregon, requiring approximately 16 hours per week. Facility access will be available Monday through Friday from 6:30 AM to 5:00 PM. The period of performance is scheduled from February 17, 2025, to February 17, 2027. While specific award value is not explicitly stated, the scope involves comprehensive database cleanup across more than 900 sites, suggesting a technical service contract with moderate complexity and specialized requirements in hydrologic data management and quality assurance.
