Surface Water Data Base Consolidation and Collection. This is a notice of intent to award a sole source purchase order to Thomas Herrett for the collection of hard copy files and conversion to the USGS Automated Data Processing System (ADAPS). The tasks include removing non-quality-controlled historical data from display on NWISWeb (and potentially the NWIS database); especially data with obvious errors and any data that are known to have not received sufficient quality-control for publication, developing and implementing a plan to remove or approve (based on appropriate quality assurance) provisional historical data stored in NWIS; the first priority should be provisional data that are available publicly on NWISWeb, and setting very-high and very-low thresholds for all parameter code 00045 and 00065 data descriptors (DD) displayed publicly on NWISWeb (or parameter code 72192 input DDs at cumulative precipitation stations). Mr. Herrett is uniquely qualified as he has an in-depth knowledge of not only the DB but also the hundreds of sites from which the data is retrieved. In addition to the sites he is very knowledgeable about the high and low thresholds required to be set in ADAPS to prevent errant data from being store in the system. These thresholds are specific to each of the nearly 300 individual sites across the state. These tasks would likely take 30 days of training with an experienced mentor and probably frequent feedback thereafter. Other interested concerns having the ability to meet the USGS requirement may submit a proposal to the Contracting Officer no later than 08/26/2016 at 1300 EDT. As required by FAR 5.102(c) (1) the RFQ G16PS00687 will be made available upon request. Contact the Contracting Officer at sevans@usgs.gov for a copy of the RFQ. All submissions will be considered by the agency and evaluated to determine if competitive opportunities exist. Estimated start date is 10/01/2016.
