About this opportunity
The Naval Sea Systems Command (NAVSEA) is seeking to procure surface combatant ship design engineering services to support the development of future Navy surface combatants, particularly the BBG(X) guided missile battleship program. These services will encompass design activities including Preliminary Design (PD), Contract Design (CD), and other design efforts necessary to ensure the feasibility, affordability, and performance of ship designs prior to detail design and construction. The contractor will function as an extension of the Government's ship design team, providing specialized expertise in early-stage design analysis and requirements definition. While this notice indicates NAVSEA's intent to award on a sole source basis under FAR 6.302-1, all responsible sources are invited to submit capability statements, proposals, or quotations for consideration. The deadline for submission is January 6, 2026, with the pre-solicitation notice having been posted on December 22, 2025.
This procurement includes no set-aside designations. Leidos Gibbs & Cox is identified as the intended sole source contractor due to its unique and highly specialized capabilities necessary to meet the Navy's requirements. The estimated period of performance for the contract is 72 months. No specific award value or budget range is disclosed in this pre-solicitation notice. The statement that all responsible sources may submit proposals suggests that while a sole source award is contemplated, the Government remains open to considering alternative sources that can demonstrate comparable capabilities to meet the Navy's surface combatant ship design engineering needs.
Notice text
The Naval Sea Systems Command (NAVSEA) intends to contract on a sole source basis with Leidos Gibbs & Cox for surface combatant ship design engineering (SC SDE) efforts to support future Navy surface combatants. As part of these efforts, Leidos Gibbs & Cox will primarily execute design activity in support of Preliminary Design (PD), Contract Design (CD), and other design efforts needed to support the BBG(X) guided missile battleship program. As the SC SDE contractor, Leidos Gibbs & Cox will serve as an extension of the Government's ship design team, delivering specialized expertise in early-stage design analysis and requirements definition. This early design phase support is crucial for ensuring the feasibility, affordability, and performance of the ship design prior to detail design and construction. The estimated period of performance for this contract is 72 months.
In accordance with FAR 6.302-1, the requirements described in this notice will be solicited on a sole source basis because Leidos Gibbs & Cox is the only responsible source with the unique and highly specialized capabilities necessary to meet the Navy’s requirements.
This notice covers supplies or services for which the Government intends to solicit and negotiate on a sole source basis under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation for consideration by the agency.
