About this opportunity

The United States Coast Guard, within the Department of Homeland Security, seeks four each Suppression, J-Box units (NSN 5820-01-HS1-2835, P/N OAH45-4000067-10) with quotations due October 28, 2026. The Coast Guard intends a sole-source firm-fixed-price purchase order to Fidelity Technologies Corporation, the original equipment manufacturer, which owns all technical data, specifications, and manufacturing drawings and is the only approved source for the USCG Aircraft Configuration Control Board. The Set Aside line reads "No Set-Aside Used," and the notice states the requirement is unrestricted, but the Government reserves the right to amend if responsive offers from responsible sources authorized by the OEM are received.

Delivery is F.O.B. destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, with a requested delivery date of October 28, 2026. The items replace failed, corroded, or damaged components during routine maintenance of MH-60T aircraft. Four each are ordered at award, and up to an additional four each may be exercised within 365 days of award at the same price and lead time, for a maximum of eight. Optional modifications issue unilaterally to the contractor.

Items must be new, traceable to the OEM, and supported by a Certificate of Conformance under FAR 52.246-15 for all items. Each unit must be individually packaged and labeled, and packaging cannot include popcorn, shredded paper, Styrofoam, or peanut packaging. Products touching USCG aircraft are subject to strict quality assurance, including immediate notification of nonconformities, counterfeit parts, or material changes. The solicitation includes FAR and Homeland Security Acquisition Regulation clauses, including Buy American requirements.

Award rests on a fair and reasonable price determination rather than competitive evaluation factors. The Coast Guard will use market research, comparison with previous purchases, current price lists, similar items in related industries, and the independent government cost estimate. The NAICS code is 336413, the small business size standard is 1,250 employees, and the PSC is 5820.
