Notice text

Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a sole source purchase order with the Water Environment Research Foundation (WERF) for support to the International Stormwater Best Management Practices (BMP) Database for 2016 to implement BMP data entry and management, website enhancements and on-line tool, advanced analysis and training and outreach to State Departments of Transportation.

The Water Environment Research Foundation (WERF) has been responsible for coordinating and maintaining this coalition of partners including a steering committee, a project subcommittee, contractor and project manager.  WERF has assumed the leadership role as the project manager, responsible for managing the administrative aspects associated with the overall project and serving as the central point for contact among the committee members.  WERF has facilitated coordination of activities and communication among the main components or committee levels. WERF has experience addressing the science and technology of water quality issues as they impact water resources, the atmosphere, the lands and our quality of life and gives them a unique technical expertise to handle the many complex issues associated with managing this International BMP Database, along with the fact that they are familiar with this on-going project and have extensive experience dealing with research projects of this magnitude.  No other organization has developed this specific program to support Best Management Practices development and WERF has the specialized expertise to support, manage and administer this international project.  No other organization is capable of providing this service.

A purchase order, issued under FAR Part 13, is anticipated and the total estimated value is not to exceed $60,000.
