Place of performance is Glide, Oregon (Wolf Creek Job Corps Center, serving Coos, Curry, and Douglas counties). The procurement covers Registered Nurses, Mental Health Counselors (Clinical Psychologists or Licensed Clinical Social Workers), and Drug/Alcohol Abuse Counselors to support residential training for disadvantaged youth ages 16–24. The base contract period runs August 1, 2026 through July 31, 2027, with initial funding limited to the first six months; the government will fund the remaining six months via modification when funds become available. A six-month extension option is pre-priced and evaluated at solicitation but exercisable solely at the government's discretion.

The solicitation requires pricing for Contract Line Item 0001 (Registered Nurse position only) at 1,040 hours annually, scheduled Monday–Thursday, 7:00 AM–5:30 PM. The applicable wage determination (2015-5579, Revision 28, effective May 13, 2026) establishes a Registered Nurse I rate of $28.94 per hour plus fringe benefits of $5.55 per hour (or $5.09 under Executive Order 13706). The contract is Firm-Fixed-Price. Key personnel require Department of Labor approval prior to award, current state licensure (unrestricted), criminal background checks, and drug testing. All personnel must maintain liability insurance of $1 million per occurrence/$3 million aggregate. Evaluation uses a best-value tradeoff methodology with three equally weighted factors: Technical Capability (including past performance) and Price, assessed via adjectival ratings (Exceptional through Unsatisfactory) and Performance Confidence Assessment using CPARS data.

The purpose of this contract is to provide the Centers Support Services. Student enrollment and outcomes for each center are affected by recruitment and attrition rates, labor market conditions, trends in provider burnout and engagement, and other factors. This has led to supply and demand imbalances that are sensitive to subtle shifts in policies and organizational priorities, variability of critical staffing needs across time and geography, and the need for expanded utilization of support services.
