About this opportunity

The Washington Headquarters Service, a Department of Defense agency, is issuing a Limited Source Justification Notice for a four-month bridge contract with Booz Allen Hamilton (BAH) to provide continued support services for the Office of the Under Secretary of Defense for Intelligence & Security (OUSD(I&S)). The contract extension, valued at $3,405,487.29, will run from March 28, 2025, to July 27, 2025, and is necessitated by a bid protest filed on March 6, 2025, which impacted existing task order HQ0034-19-F-0506. The services include specialized administrative, budget, policy, operations, and analytic support across multiple domains such as budgetary analysis, technical collection, human intelligence, cyberspace and electronic warfare operations, and intelligence support. BAH's contract team is deeply embedded with OUSD(I&S) staff and possesses specialized knowledge critical to maintaining mission effectiveness, making an immediate replacement challenging. The extension will be awarded as a hybrid contract type using Fiscal Year 25 Operation and Maintenance Funds, combining Firm-Fixed Price, Labor Hour, and Time-and-Materials contract structures.

Notice text

The purpose of this notice is to post the Justification for Limited Source Justification (LSJ) under Federal Acquisition Regulation (FAR) Subpart 8.4. OUSD(I&S) has a continuing need for technical, administrative and professional support services provided under task order no. HQ0034-19-F-0506, which was awarded to Ian, Evan & Alexander Corporation (IEA-Everwatch), now owned by Booz Allen Hamilton, Incorporated (BAH). The current contract expires March 27, 2025, and the Government intends to extend the current task order period of performance (POP) for continuity of services. The Government has established a Blanket Purchase Agreement (BPA) and two Call Order awards to support this effort. On March 6, 2025, a bid protest was filed against the two BPA Call Order awards. Therefore, an extension will be required to continue services while the Government completes the procurement process. The extension will be awarded as a hybrid Firm-Fixed Price (FFP), Labor Hour (LH) and Time-and-Materials (T&M) contract type, with a total value of $3,405,487.29, using Fiscal Year 25 Operation and Maintenance Funds. The POP will be extended from March 28, 2025, to July 27, 2025.

Awarded contract HQ003419F0506 to unknown vendor for unknown amount on 2025-03-27.
