About this opportunity

The USDA Forest Service seeks clinical support services for the Columbia Basin Job Corps Center in Moses Lake, Washington, with quotations due July 13, 2026 at 2 p.m. EST and questions due July 8 at 1 p.m. EST. This is a total small business set-aside.

The contract is firm-fixed-price for the period August 1, 2026 through July 31, 2027, with an option to extend services for six months at the Government's sole discretion. At award, only the first six months will be funded; the remaining six months will be obligated via modification when funds become available. Quoters must price all 12 months of the base period and the optional six-month extension. The Government will establish a contract for Registered Nurses and Center Mental Health Counselors, each estimated at 1,040 hours on an hourly basis. The applicable wage determination (Wage Determination No. 2015-5559, Revision 28) specifies a Registered Nurse rate of $33.60 per hour and a Nursing Assistant III (Mental Health Provider) rate of $19.56 per hour, plus applicable fringe benefits; the FAR 52.222-42 statement is informational only and does not establish mandatory wage rates.

Key personnel must hold active, unrestricted licenses; demonstrate minimum one year of relevant experience; carry professional liability insurance of $1 million per occurrence and $3 million aggregate; and pass criminal background checks and drug testing. The Center Mental Health Counselor must be licensed as a Clinical Psychologist or Licensed Clinical Social Worker and an independent practitioner in the state of service delivery. Services are provided weekly during mutually agreed-upon hours, typically Monday through Friday, 8 a.m. to 5 p.m., with two 15-minute breaks and a 30-minute unpaid lunch per eight-hour day.
