About this opportunity

No set-aside is used, but award eligibility is restricted to firms holding a current Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region. The job order is placed under an existing Master Agreement for Repair and Alteration of Vessels (MARV).

The scope covers Level-I survey and Level-II inspection support on the well deck (4-35-0-Q, Frames 129-145) and adjacent spaces. Work includes removing and replacing 63 square feet of deck plate from 3/8-inch ABS Grade DH-36 steel, replacing three vehicle lashing sockets, installing 30 and 34 CRES stud assemblies for batterboard and decking panels, nondestructive testing of 10 percent of installed lashing sockets, and local air hose testing of new welded joints with zero allowable leakage. Cofferdam installation and removal are handled under separate ICN 38E9386401_H02. The Government furnishes listed steel plate, CRES fasteners, synthetic panels, insulation, welding supplies, and preservation compounds.

Performance is at Sasebo, Japan, with inspection and acceptance at SRF and JRMC Yokosuka/Sasebo. The firm-fixed-price period runs November 16, 2026 through July 31, 2027, and the job specification lists a production completion date of June 20, 2027. The contractor must attend a pre-brief with the Government and ship's force, submit procedure qualification records to S130 before stud welding starts, and designate a security representative. Compliance is required with 29 CFR 1915, NAVSEA quality assurance standards, CMMC certification, controlled unclassified information protocols, historic and cultural resource protection procedures, and Japanese local labor laws. Quotations must be submitted in Japanese Yen, and payment is by electronic funds transfer.

Award goes to the responsible offeror submitting the lowest total priced quotation conforming to solicitation requirements. Hiromi Kurita is the point of contact.
