About this opportunity

The U.S. Department of State is seeking quotations for the supply of waterproofing materials to the U.S. Embassy in New Delhi, India through Solicitation No. 191N6525Q0126. The procurement includes four specific items: bituminous primer (75 drums), bitumen for waterproofing (150 drums), 4mm thick APP modified plastomeric bitumen non-woven polyester felt (200 rolls), and 3mm thick APP modified plastomeric bitumen non-woven polyester felt (200 rolls). Vendors must be registered in the System for Award Management (SAM) database and submit complete quotations including SF-1449 form, pricing information, compliance documentation, and representations and certifications. The government intends to award a firm fixed-price contract to the responsible company submitting the lowest-priced acceptable offer, potentially without discussions. All clarification requests must be submitted by July 26, 2025 at 1700 hours India Time, with quotations due by August 5, 2025 at 1700 hours India Time via electronic submission to Newdelhibids@state.gov.

This solicitation does not utilize any set-aside designation and is open to all qualified vendors, though one government file references a Women-Owned Small Business set-aside which appears to be inconsistent with the main solicitation notice. No incumbent contractors are identified in the documentation. While specific contract values are not disclosed, all pricing must be quoted in Indian Rupees for this firm fixed-price arrangement. The total quantities include 225 drums of various bituminous materials and 400 rolls of polyester felt materials, with delivery required within 90 days of contract award. Performance will occur in New Delhi, India, with materials delivered to the U.S. Embassy, and payment will be processed via electronic funds transfer within 30 days of satisfactory inspection and acceptance.
