About this opportunity

The National Park Service, on behalf of Sequoia and Kings Canyon National Parks, is soliciting quotations for the supply and delivery of five horses to support backcountry operations including trail maintenance, visitor protection, and resource management in wilderness areas. The horses must meet specific breed and physical standards, including preference for Quarter Horse geldings standing 14-16 hands tall, weighing 1,000-1,200 pounds, and aged 4-8 years, with demonstrated capability to perform challenging mountain work at elevations from 3,000 to 12,000 feet. All animals must pass veterinary certification for soundness and health and demonstrate the ability to travel 20-30 miles daily over rough terrain while maintaining gentle temperament and responding reliably to standard riding and pack commands. Evaluation will be based on four criteria: price, technical merit of proposed animals, delivery date with an April 30, 2026 target deadline, and past performance supported by three references for similar sales completed within the past three years. Quotations must be submitted by email to charlene_flanagan@ios.doi.gov no later than March 17, 2026 at 5:00 PM Pacific Time, with the contracting officer available at 209-379-1465 for inquiries.

This is a 100% Total Small Business Set-Aside under NAICS code 112920 (Horses and Other Equine Production) with a $2.75 million average annual receipts size standard, meaning only certified small businesses are eligible to submit quotations. No current incumbent contractor is identified in the solicitation materials. The procurement involves five horses with no specific award value disclosed, though pricing must include all shipping and delivery costs to the destination site. Delivery must be completed by April 30, 2026 to Ash Mountain Corrals located at 47050 Generals Highway, Three Rivers, California 93271, where an NPS representative will verify compliance with specifications within a single eight-hour business day and refuse any animals failing to meet stated requirements. The contract will include a 12-month replacement guarantee for any horse found unsound, sick, injured, or unable to perform required work, and payment will be processed electronically through the U.S. Department of Treasury's Invoice Processing Platform.
