About this opportunity
The National Park Service is seeking to procure 6 mules and 4 horses for Sequoia and Kings Canyon National Parks to support trail maintenance, visitor protection, and wilderness operations in mountainous terrain ranging from 3,000 to 12,000 feet in elevation. The animals must meet specific age requirements (mules aged 3-5 years, horses aged 4-8 years), size specifications (14-16 hands, 900-1,300 lbs for mules and 1,000-1,300 lbs for horses), and demonstrate behavioral traits suitable for rough terrain work including the ability to cover 20-30 miles per day. All animals must pass veterinary examinations and come with a 12-month replacement guarantee for unsound, sick, or unfit animals. The contract will be awarded based on best value evaluation considering price, technical factors, and past performance rather than lowest cost alone. The solicitation closing date is September 12, 2025, with quotes being requested through this combined synopsis/solicitation process.
This procurement is designated as a 100% total small business set-aside under NAICS code 112920 (Horses and Other Equine Production) with a small business size standard of $2.75 million in average annual receipts. No current incumbents or contractors are identified in the solicitation documents. While specific budget ranges are not disclosed, the procurement involves a relatively small quantity of livestock with delivery required by October 15, 2025, during a performance period from September 15, 2025 to October 15, 2025. The animals must be delivered to the Ash Mountain corral facility located at 47050 Generals Highway in Three Rivers, California. Amendment 001 was issued on September 3, 2025, adding an optional quote sheet attachment while maintaining the original pricing schedule as an acceptable alternative.
