About this opportunity
The Department of Health and Human Services Indian Health Service has awarded a sole-source emergency contract to Fisher Scientific LLC for laboratory supplies, reagents, and consumables across Albuquerque Area Indian Health Service facilities, with a contract value of $610,000 for a 12-month base period, awarded May 20, 2026.
The justification cites GSAM/R 538.7104-3(b)(1) authority on the basis of unusual urgency and logical follow-on rationale. The Government determined that a delay in contract award would pose a substantial and unacceptable risk to all federal laboratory facilities within the Albuquerque Area, potentially resulting in discontinuation of in-house laboratory testing and specimen collection services and compromising clinical operations and patient care. Fisher Scientific is the only responsible source capable of providing the required services within the necessary timeframe because it is currently integrated into the facilities' established ordering, account management, drop-shipment, allocation, and specialized laboratory supply processes. Market research identified multiple GSA Multiple Award Schedule vendors capable of supplying similar items under SIN 339113LAB (including VWR International, McKesson Medical-Surgical Government Solutions, Government Scientific Source, Hardy Diagnostics, and Neta Scientific); however, transitioning to another vendor would require new account setup, ordering process changes, and logistics coordination creating unacceptable operational delays. This contract follows a prior Fisher Scientific award (75H70725F80021) for May 1, 2025 through April 30, 2026, valued at $626,054.68. The Government commits to continued market research to foster competition for future requirements.
Notice text
The Government requires the immediate issuance of an emergency contract to ensure continuity of patient care and the uninterrupted delivery of essential laboratory services while a long-term contract, consisting of a base period and four option years, is being developed and awarded.
A delay in contract award would pose a substantial and unacceptable risk to all federal laboratory facilities within the Albuquerque Area, potentially resulting in the discontinuation of in-house laboratory testing and specimen collection services. Such disruption would adversely impact clinical operations and compromise the Government’s ability to meet its mission requirements for patient care.
Due to the urgent and compelling nature of the requirement, and the need to avoid any lapse in critical laboratory services, the Government must proceed with a sole source acquisition. The selected contractor is the only responsible source capable of providing the required services within the necessary timeframe to prevent disruption. Full and open competition would result in unacceptable delays and is therefore not in the best interest of the Government.
Awarded contract 75H70726F80013 to unknown vendor for unknown amount on 2026-05-20.
