About this opportunity
The US Section International Boundary and Water Commission (USIBWC) has issued a Notice of Intent announcing their plan to execute a sole source award for Supervisory Control and Data Acquisition (SCADA) system services at the Nogales Wastewater Treatment Plant. The agency intends to award this contract to PDV Engineering LLC under FAR Part 13 Simplified Acquisition Procedures, citing unusual and compelling urgency due to immediate SCADA system issues at the facility. This procurement falls under NAICS code 541511 for Custom Computer Programming Services and is being conducted using commercial item procedures. The USIBWC is soliciting from only one source because they require a contractor with prior experience, specific system knowledge, and personnel holding Tier 4 security clearances. The notice serves as an informational announcement rather than a formal solicitation, though the agency will consider responses that demonstrate clear evidence that competition would benefit the government.
The primary objective is to procure specialized maintenance and upgrade services for the SCADA systems at this critical wastewater treatment facility designated as a High Value Asset at the U.S.-Mexico border. Interested parties must submit their responses by 2:00 PM Mountain Standard Time on July 1, 2025, to Suzette Smith via email with specific subject line requirements. Contractors must demonstrate experience with Rockwell Automation, Inductive Automation's Ignition software, VMware, Cisco networking, and wastewater SCADA systems, with personnel holding Tier 4 background investigations and relevant certifications such as CCNA, VMware, and Ignition Gold. The comprehensive service package includes software upgrades, cybersecurity assessments, emergency repairs, backup management, operator training, and technical consultation services. The contract is structured as a firm-fixed-price agreement with a 90-day performance period and potential for renewal. All inquiries must be submitted in writing to the designated contracting officer, as telephone requests will not be honored.
