About this opportunity

The U.S. Army Corps of Engineers Engineering District Jacksonville has issued a Special Notice regarding a Supervisory Control and Data Acquisition (SCADA) System for Central & Southern Florida Operations and Maintenance. The notice specifically pertains to replacing spillway gate machinery and remote operations in Martin County, Florida. The contract opportunity is associated with the Infrastructure Investment and Jobs Act (IIJA) and focuses on a highly specialized SCADA system for the South Florida Management District (SFWMD). The system is critical for remotely operating environmental restoration and flood control structures, particularly during severe weather conditions. The contract opportunity is identified under Federal Contract Opportunity ID 9cd5eb52bd87433c8e30e1bc18fac290 and was posted on January 15, 2025, with a response deadline of January 25, 2025.

The primary purpose of this Special Notice is market research to determine the availability of qualified sources for specific SCADA system software and maintenance components. The government is utilizing FAR 6.302-1 authority to potentially pursue a sole source procurement for these specialized components. Contractors interested in responding must submit their information via email to Isis.S.Hill@usace.army.mil within 10 days of the notice's posting. The notice emphasizes that this is not a competitive proposal request but rather an information-gathering tool to assess potential alternate system manufacturers. The SCADA system is considered potentially life-safety critical, as it directly impacts flood control and emergency response capabilities for individuals in the SFWMD area. The government retains sole discretion in evaluating responses and is not obligated to compensate vendors for any information provided. The opportunity is categorized under NAICS 334111 (Electronic Computer Manufacturing) and PSC 7B22 (IT and Telecom - Compute: Servers).

Notice text

Notice of Intent:

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to solicit, on a sole source basis, the highly specialized brand name components for the SCADA system, and related software/maintenance. SCADA allows the non-federal sponsor, South Florida Management District (SFWMD), to remotely operate environmental restoration and flood control structures, including those of the S-308 Spillway structure, reliably under all weather conditions and specifically during severe storm events when travel is extremely hazardous. The system may be a life safety critical system, in that is has a direct impact on the life safety of individuals living within the SFWMD area during a storm even due to the ability to control floodings by operation of the various gates and pumps.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

It is a market research tool being used to determine the availability of other qualified sources that can provide the software and maintenance identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 10 days of the posting of this notice of intent will be considered by the Government. A determination by the Government on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.

Submit any inquiries within 10 days of the posting of this notice of intent via email to: Isis.S.Hill@usace.army.mil.
