About this opportunity

The U.S. Army Corps of Engineers Jacksonville District has issued a Special Notice regarding a Supervisory Control and Data Acquisition (SCADA) System for Central and Southern Florida Operations and Maintenance. Specifically, the notice concerns the S-77 Spillway Gate Machinery and Remote Operation project located in Glades County, Florida. The contract opportunity is focused on acquiring specialized brand name components for a SCADA system and related software/maintenance. This system is critical for the South Florida Management District (SFWMD) to remotely operate environmental restoration and flood control structures, particularly during severe weather conditions. The notice was posted on January 14, 2025, with a response deadline of January 24, 2025.

The primary purpose of this Special Notice is market research to determine the availability of qualified sources for the SCADA system components and maintenance. The government is utilizing FAR 6.302-1 authority to potentially pursue a sole-source procurement, emphasizing the system's potential life safety critical nature in controlling flooding during storm events. Contractors interested in responding must submit their inquiries via email to Isis.S.Hill@usace.army.mil within 10 days of the notice's posting. The notice explicitly states that this is not a competitive proposal request, but rather an information-gathering tool to explore potential alternate system manufacturers. All responses received within the 10-day window will be considered, though the government retains sole discretion in making a determination. Importantly, the government will not compensate vendors for any information provided in response to this notice. The contract falls under the Electronic Computer Manufacturing NAICS category (334111) and the IT and Telecom - Compute: Servers PSC category (7B22).

Notice text

Notice of Intent:

Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to solicit, on a sole source basis, the highly specialized brand name components for the SCADA system, and related software/maintenance. The system may be a life safety critical system, in that is has a direct impact on the life safety of individuals living within the SFWMD area during a storm even due to the ability to control floodings by operation of the various gates and pumps.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

It is a market research tool being used to determine the availability of other qualified sources that can provide the software and maintenance identified above. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 10 days of the posting of this notice of intent will be considered by the Government. A determination by the Government on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers.
