About this opportunity

The Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is seeking to procure maintenance and support services for the Super Q water system currently in use at the National Veterinary Services Laboratories (NVSL) in Fort Collins, Colorado. The contract requires biannual preventive maintenance including full mechanical, hydraulic, and electrical checks, performance verification, cleaning, and lubrication, as well as filter and component replacement services performed by factory-trained engineers using genuine Millipore Sigma ISO 9001-certified parts. The service provider must deliver unlimited troubleshooting support during business hours, supply all necessary spare parts, and provide detailed service reports following manufacturer specifications. The procurement will utilize simplified procedures under FAR 12.201-1 for contract award, with responses due by March 8, 2026. The anticipated contract award date is March 24, 2026, with the point of contact being Stephen Tees at the NVSL facility in Fort Collins.

This pre-solicitation notice indicates no set-aside designation for small businesses or other designated categories. EMD Millipore Corporation of Burlington, Massachusetts has been identified as the intended sole source for contract performance due to the proprietary nature of the Super Q water system, as Millipore Sigma is both the original manufacturer and the exclusive producer of all required components including filters, UV lamps, and decontamination solutions. No other vendor has access to the proprietary technology or technical support documentation necessary to maintain the system. The notice does not specify anticipated contract value or the total number of service visits required, though the biannual maintenance schedule and unlimited troubleshooting support indicate an ongoing service relationship rather than a time-limited engagement.
