About this opportunity
The Pension Benefit Guaranty Corporation is conducting market research for Super Intelligence Program Support Services (SIPSS), a consulting support requirement, with responses due November 3, 2026 at 2:00 pm ET. No set-aside is used, no solicitation currently exists, and this notice is not a request for proposals. The results will determine the method of acquisition. PBGC is open to responses from vendors with IT and/or business consulting capabilities.
The Government anticipates a firm-fixed-price contract with one 12-month base period, four 12-month option periods, and a potential six-month extension option. Performance may occur at PBGC headquarters in Washington, DC or remotely.
The scope covers independent consulting support for the responsible, secure, and compliant adoption of super intelligence (SI), intelligent automation, and related modernization capabilities. Functional areas include enterprise strategy, use-case development and prioritization, information-readiness assessment, governance, portfolio management, benefits realization, organizational change, workforce training, and executive decision support. The contractor must provide vendor-neutral oversight without performing inherently governmental functions, designing SI platforms, or supervising other contractors. Objectives include standing up an enterprise SI Program Management Office and achieving sustained organizational adoption. Deliverables include management plans, PMO stand-up packages, use-case portfolios, alternatives analyses, portfolio dashboards, and a final transition report.
Responses to six vendor consideration questions go to David Feliciano-Merino (feliciano-merino.david@pbgc.gov) and Shelly Thieme (thieme.shelly@pbgc.gov). Submission is voluntary, and the Government assumes no financial responsibility for response costs.
