About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis has issued a Special Notice announcing its intent to award a sole source contract to American University for summer cadet housing. The contract will be awarded under Federal Acquisition Regulation (FAR) 6.302-1, which allows for a sole source procurement when only one responsible source can satisfy agency requirements. The notice pertains to housing accommodations for approximately 100 United States Military Academy (USMA) cadets participating in an Academic Individual Advanced Development (AIAD) intern summer project in Washington, DC. The procurement will utilize Simplified Acquisition Procedures and is based on the statutory authority of 10 U.S.C. 2304(c)(1). The contract falls under the North American Industry Classification System (NAICS) Code 721110 for hotels and motels, with a size standard of $40 million.
The primary objective of this contract is to provide lodging for USMA cadets during their summer internship program at American University. The government intends to solicit and negotiate with only American University as the sole source, determining that no other services will adequately meet their specific housing requirements. Interested parties are permitted to identify their interest and capability to meet the contract's aspects, though the government retains sole discretion in determining whether to compete the requirement. The contract will be a firm fixed-price arrangement, and the notice is not a request for competitive proposals. The special notice was posted on May 12, 2025, with a response deadline of May 15, 2025. Potential contractors should note that the procurement is specifically for intern housing and will utilize the V231 Product Service Code for transportation, travel, and lodging services. Eligibility is implicitly limited, given the sole source nature of the procurement targeting American University's specific intern housing program.
