About this opportunity

The National Institutes of Health (NIH), National Library of Medicine (NLM) on behalf of the Center for Information Technology (CIT) is seeking to procure SUDAAN Software Annual License Renewal services for statistical analysis software. This sole source procurement under FAR Part 13 Simplified Acquisition Procedures will award the contract to Research Triangle Institute, as they are the only authorized seller of this proprietary statistical software. The solicitation requires two specific SUDAAN Release 11.0.4 annual licenses: one 32-bit SAS-Callable license for 36 users and one x64 SAS-Callable license for 123 users, both covering the period from May 1, 2025 through April 30, 2026. Companies claiming capability to provide these services must submit authorization and price quotes within three calendar days of the June 10, 2025 posting date to Contract Specialist Thomas Serafini and Contracting Officer Jessica McTaggart via email only. The response deadline is June 12, 2025, and phone calls will not be accepted for submissions.

This procurement is designated as a Total Small Business set-aside opportunity under solicitation number 75N97025Q00049. Research Triangle Institute appears to be the incumbent contractor, as the current contract (75N97024P00083) expires on April 30, 2025, and this renewal aims to ensure continuous software access without service interruption. The procurement covers a total of 159 software licenses (36 for 32-bit and 123 for x64 versions) for a one-year base period from May 1, 2025 to April 30, 2026. While specific award values are not disclosed in the public documentation, the government files indicate this is a renewal of existing licenses to maintain critical statistical analysis capabilities. The place of performance is listed as Westlake, MD 20817, and the procurement falls under NAICS code 541519 for Other Computer Related Services.
