About this opportunity

The National Institute of Standards and Technology (NIST) is seeking a subscription service for market and packaging technology trends to support its CHIPS Research and Development (R&D) program. The procurement involves a corporate license for 10 subscribers to access detailed information about semiconductor and electronics technologies, including Ball Grid Arrays, Chip Scale Packages, Stacked Die CSPs, Flip Chip, Wafer Level Packages, substrates, chiplets, and Co-design/EDA equipment and processes. The agency aims to stay competitive and informed about rapidly evolving industry developments. Responses must include comprehensive company information, capabilities, reseller authorization status, and relevant experience. Key submission deadlines include questions due by 11:00 AM ET on January 22, 2025, with the full opportunity response deadline set for January 29, 2025.

The procurement is classified under NAICS code 541690 for Other Scientific and Technical Consulting Services, with no specific set-aside designation. NIST intends to sole source the contract to Techsearch International, Inc. of Austin, Texas, if no alternative sources are identified, using FAR 13.106-1(b) authority. The contract structure includes a 12-month base year with a potential 12-month option year. Cybersecurity requirements are stringent, mandating FISMA compliance, encryption standards, and robust privacy protections for sensitive personally identifiable information. The license will allow quarterly reassignments of access to accommodate personnel changes, providing flexibility for the NIST CHIPS R&D program's evolving staffing needs.
