About this opportunity

The Defense Information Systems Agency (DISA) is soliciting quotes for the provision, installation, and maintenance of a 64 kilobit commercial business line (CBL) service supporting four new IP-to-analog conversion local phone lines at Roth Receive Site in Puerto Rico, National Guard Bureau Fort Allen. This is a Request for Quote (RFQ) for commercial telecommunications services under NAICS code 517111 (Wired Telecommunications Carriers) and PSC code DG11. The solicitation incorporates FAR provisions applicable to commercial products and services, requiring offerors to submit quotes identifying monthly recurring charges and non-recurring charges with detailed CLINs including item descriptions, quantities, and units of measure. The evaluation will utilize lowest-price technically acceptable criteria as the basis for award. The quote submission deadline is March 5, 2026, with the solicitation posted on January 9, 2026.

This procurement carries no small business set-aside designation. The place of performance is specified as Fort Allen in Puerto Rico, with service requirements and detailed specifications outlined in the attached RFQ documentation. No specific budget range or award value is disclosed in the solicitation notice, though pricing shall be submitted as both monthly recurring charges for the ongoing CBL service and any associated non-recurring installation or setup costs. The requirement encompasses four local phone lines requiring IP-to-analog conversion capability, indicating a modest-scale telecommunications infrastructure enhancement for the military installation. All applicable commercial terms and conditions from the existing DITCO Basic Agreement and Federal Acquisition Regulation provisions current through the date of posting are incorporated by reference into this procurement.
