This is a commercial products and services procurement issued as a Request for Quote (RFQ) under the DITCO Basic Agreement, with all proposals due by April 3, 2026. Offerors must submit quotes identifying both monthly recurring charges and non-recurring charges organized by Contract Line Items (CLINs) that include item descriptions, quantities, and units of measure as specified in the IQO Desk book. The procurement will be evaluated using a lowest price technically acceptable approach, meaning cost will be the primary determining factor provided that technical requirements are met. Questions regarding this solicitation must be submitted prior to the April 3, 2026 deadline, and interested contractors should note that the associated NAICS code is 517111 (Wired Telecommunications Carriers) with a PSC code of DG11 for network telecommunications access services.

This procurement is not set aside for small businesses, and no specific incumbent contractor information is identified in this notice. The solicitation does not specify award values or total budget ranges for this requirement. Service is to be provided between Ohio and Pennsylvania, with the place of performance involving the installation and maintenance of 10GB Ethernet connectivity across these two states. Offerors should reference the DITCO Basic Agreement and the attached RFQ documentation for complete terms, conditions, and technical specifications, as well as applicable FAR provisions (52.212-1, 52.212-3, 52.212-4, and 52.212-5) governing commercial products and services acquisitions. All prospective bidders should ensure compliance with these regulatory requirements and submit comprehensive quotes addressing both the recurring monthly costs and any non-recurring implementation or installation charges.
