NOTICE OF INTENT TO AWARD A BRAND NAME SOLE SOURCE CONTRACT NAVSUP Fleet Logistic Center San Diego (FLCSD) intents to negotiate and award on a sole source basis to Honor Marine Communications, Inc. 2120 Main Street, San Diego, CA 92113. The Government has a need to procure custom built display Data Radar System for Submarine System. For Submarine Squadron Eleven at San Diego, CA. This requirement is for commercial items prepared using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. Honor Marine Communications, Inc. is the authorized OEM of the product parts listed in this Notice of Intent.
Requirement includes delivery of all items. No partial delivery will be accepted. This is a small business set-aside sole-source action. The Small Business Office concurs with the set-aside decision. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. FOB Origin applies. Responsibility and Inspection: the supplier is responsible for the performance of all inspection requirements and quality control. Required delivery date is 28 weeks ARO. In accordance with FAR 5.102(a) (6), the required justification and approval documentation is attached. This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice by 09:00 AM 11 DEC 2017 PST via email to scottish.murphy@navy.mil. A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.
