About this opportunity

The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Norfolk is conducting market research through this Request for Information to identify contractors capable of safely relocating the entire Submarine Force Museum artifact collection from Naval Submarine Base New London in Groton, Connecticut to Building 13 at Naval Station Newport in Newport, Rhode Island. The comprehensive project requires specialized museum artifact handling services including inventorying, labeling, sorting, re-boxing, photographing, packing, moving, anoxic pest treatment, unpacking, and placement on new high-density storage systems. Contractors must demonstrate capabilities in artifact handling and museum collection management, with specific emphasis on small business participation under NAICS code 488991 (Packing and Crating). The evaluation will focus on past work experience, team management capabilities, technical skills, and the ability to perform at least 50% of the work internally. Interested parties must submit detailed capability statements in Microsoft Word or PDF format by August 8, 2025, just four days after the posting date of August 4, 2025.

This opportunity does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The anticipated contract structure is firm fixed-price with a one-year base period and five option years, potentially including a six-month extension for a total possible duration of approximately six and a half years. The immediate project involves moving approximately 13,000 artifacts, including macro artifacts, fine art, textiles, and other collection items, with specialized museum artifact handling services scheduled from September 2025 to May 2026. The small business size standard for this NAICS code is $34,000,000, though no specific contract value or budget range is disclosed in the pre-solicitation documentation. All work must comply with strict artifact preservation requirements using archival-quality materials and museum best practices throughout the relocation process.
