About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking qualified contractors to perform submarine fender overhaul services. This procurement falls under NAICS category 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and PSC category J020 (Maintenance, Repair, and Rebuild of Equipment – Ship and Marine Equipment). The pre-solicitation notice indicates that all responsible sources are eligible to submit quotations, bids, or proposals for consideration. The notice references FAR compliance regarding World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreement (FTA) requirements, which may apply to certain items under this acquisition. The pre-solicitation was posted on April 6, 2026, with an anticipated due date of April 10, 2026 for responses. The agency will evaluate proposals using established procedures for contract award, with an anticipated award date to be determined following the solicitation period.
This procurement opportunity is designated as a Total Small Business set-aside, restricting competition to small business entities only. The notice does not specify a particular incumbent contractor or identify current contract holders. While the pre-solicitation does not explicitly state the contract value, the regulatory language referenced suggests the contract action is estimated to exceed $25,000 but does not exceed the Simplified Acquisition Threshold (SAT). Interested small business contractors should note the compressed timeline for this opportunity, with only four days between the posting date and the response deadline. Prospective bidders are encouraged to review all applicable FAR requirements, particularly those related to trade agreements and small business qualifications, before submitting their responses.

FAR 5.101(c)(4)(iii) If one or more items under the acquisition is subject to the World Trade Organization Government Procurement Agreement (WTO GPA) and/or a Free Trade Agreement (FTA) (see Part 25) and the solicitation will include one of the following clauses, or an agency equivalent, include the required language regarding trade agreements:
