About this opportunity

The Defense Logistics Agency Land and Maritime is soliciting propeller shaft components for submarine applications, specifically a SUB-SAFE Level 1 Propeller Shaft Forward Sleeve and a Propeller Shaft Grounding Device. Both items must be manufactured to exacting military specifications (EB Spec 3163D/MIL-C-24615A Grade B and MIL-C-24723, respectively) with stringent material control and quality assurance documentation. The procurement requires centrifugal casting, machining to specified tolerances, stress relief, and comprehensive testing including radiographic inspection, hydrostatic testing, metallographic analysis, and liquid penetrant inspection. Material traceability per DFARS 252.211-7003 is mandatory, with all certification documentation submitted to Norfolk Naval Shipyard for review and acceptance. The offer due date is March 27, 2026 at 12:00 AM EST, with solicitation number SPMYM126Q4032 posted on SAM.gov.

This procurement is a total small business set aside designated specifically for Women-Owned Small Business (WOSB) concerns, with the applicable NAICS code 333618 (Ball and Roller Bearing Manufacturing) carrying a size standard of 1,250 employees. The contract requires delivery of one unit of each component to Norfolk Naval Shipyard, Building 276, Portsmouth, Virginia by June 30, 2026. Materials sourced from NUFLO, Inc. (Cage Code 3BZG7) and Synergy Flow Systems (Cage Code 4GP29) are prohibited. The solicitation is structured as a firm fixed price contract under DO-C9 rated order status within the Defense Priorities and Allocations System. While no specific award value is disclosed in the solicitation notice, the specialized military-grade manufacturing and extensive testing requirements indicate this represents a significant technical and compliance undertaking for qualified small business contractors.
