About this opportunity
The U.S. Department of Homeland Security's Immigration and Customs Enforcement (ICE) has issued a Notice of Intent to Solicit from a Single Source for small Unmanned Aircraft Systems (sUAS) services. The procurement is being conducted by ICE's Office of Acquisition Management on behalf of Homeland Security Investigations Technical Operations. The agency intends to award a contract to Edgesource Corporation in Alexandria, Virginia under Federal Acquisition Regulation Part 13.5 procedures for simplified acquisition of commercial products and services. The contracting officer has determined that only one source is reasonably available due to the capabilities and proprietary nature required for this procurement. This falls under NAICS code 334511 for Search, Detection, Navigation, and Guidance System Manufacturing and PSC code 1550 for Unmanned Aircraft.
The purpose of this notice is to inform the contracting community of ICE's intent to use single-source procurement authority rather than conducting a competitive solicitation. The notice establishes an August 11, 2025 deadline, though it clarifies this is an informational notice only and not a request for quotes from other contractors. No eligibility criteria are specified since the agency has predetermined that only Edgesource Corporation possesses the necessary proprietary capabilities for this requirement. The contracting officer retains discretion to determine whether to proceed with the non-competitive approach based on this notice. Interested parties with questions or concerns are directed to contact Contracting Officer Bryan Ford via email, though the notice suggests limited opportunity for other contractors to participate given the single-source determination.
