About this opportunity

The Department of the Interior's Bureau of Safety and Environmental Enforcement (BSEE) is seeking a comprehensive study on downhole commingling (DHC) of Paleogene (Wilcox) reservoirs in the Gulf of America. The primary objective is to evaluate current BSEE policies regarding DHC and determine whether existing guidelines remain applicable or require updates. Key study requirements include analyzing the impacts on ultimate reservoir recovery, assessing risks of uncontrolled crossflow, comparing global development strategies, and providing policy recommendations. The solicitation is classified under NAICS code 541330 for Engineering Services, with quotes to be submitted electronically to William Rilee by 10:00 AM Eastern Time on April 21, 2025. Potential offerors should note that this is an unrestricted competitive procurement using simplified acquisition procedures, with evaluation criteria focused on technical approach, understanding of reservoir management challenges, and potential policy insights.

The contract is not set aside for any specific business category, making it open to all qualified vendors. A similar study was previously awarded to Knowledge Reservoir LLC in 2010 under contract number INM10PX002063. The procurement anticipates a firm fixed-price purchase order with a 6-month base period and a 1-year option, though the total contract value has not been explicitly specified. The small business size standard for this category is $25.5 million, which provides flexibility for various sized engineering and consulting firms to compete. Performance will be centered on analyzing offshore reservoir development strategies in the Gulf of America, with a focus on technical assessment and policy recommendation capabilities. The study's deliverables will directly inform BSEE's approach to managing and regulating downhole commingling in Paleogene reservoirs.
