About this opportunity
The Naval Air Systems Command (NAVAIR) at Naval Air Station Patuxent River, Maryland, is seeking procurement of structural repair methodology and damage limits for the CH-53K Aircraft through a sole-source delivery order under Basic Ordering Agreement N0001923G0002. The Government intends to award this contract exclusively to Sikorsky, a Lockheed Martin Company, citing the contractor's unique position as the designer, developer, and sole producer of the CH-53K aircraft, with exclusive knowledge, experience, and technical data necessary to fulfill the requirement. NAVAIR justifies the sole-source approach under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, noting that the Government lacks adequate license rights to the technical data package required for competitive procurement. While this notice is not a request for competitive proposals, interested parties may respond in writing to demonstrate their interest and capability; the Government will consider all responses received prior to the December 26, 2025 deadline solely to determine whether to conduct a competitive procurement, though such determination remains entirely at the Government's discretion. Written responses should be directed via email, U.S. mail, or facsimile to Avery Dawson or Jamie Schoemak, with no phone inquiries entertained.
There is no set-aside designation for this procurement. Sikorsky, A Lockheed Martin Company, located at 6900 Main Street, P.O. Box 9731, Stratford, Connecticut 06615, is the identified incumbent and sole-source contractor for this requirement. The notice does not specify a contract award value or budget range for this delivery order. The place of performance is identified as Stratford, Connecticut, where Sikorsky is headquartered and maintains the technical expertise and resources necessary for the CH-53K structural repair manual development. The NAICS category is Aircraft Manufacturing (336411), and the PSC category is Aircraft, Rotary Wing (1520), reflecting the specialized nature of the rotary-wing aircraft maintenance documentation being procured.
Notice text
The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a Sole-Source Delivery Order (DO) under Basic Ordering Agreement (BOA) N0001923G0002 to Sikorsky, A Lockheed Martin Company, 6900 Main Street, P.O. Box 9731, Stratford, CT. 06615 for the procurement of structural repair methodology and damage limits for the CH-53K® Aircraft.
The proposed contract action(s) identified above are those for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, “Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements.” Sikorsky is the designer, developer, and sole producer of the CH-53K® aircraft and is the only known contractor with the requisite knowledge, experience, and technical data able to provide the required level of supplies and services in support of the CH-53K® program. The Government does not possess adequate license rights to the required technical data package necessary to support a competitive procurement to fulfill the requirement herein. As a result, only Sikorsky has the technical data, unique engineering support experience, and detailed knowledge of the CH-53K® to meet the USN’s requirements.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by E-mail, U.S. mail or facsimile to the attention of Avery Dawson or Jamie Schoemaker using the contact information provided in this synopsis. Companies interested in subcontracting opportunities should contact Jason Lockwood, Sikorsky Subcontracting Manager, at 203-225-3657.
