About this opportunity

The National Heart, Lung, and Blood Institute (NHLBI) intends to solicit multiple Field Centers to establish a new population-based epidemiological cohort of Native American adults, with an RFP expected on SAM.gov approximately 15 calendar days after this October 15, 2026 pre-solicitation notice and responses due by October 30, 2026.

NHLBI anticipates awarding up to five contracts to field centers, each for a ten-year period with an anticipated award date on or around November 15, 2027. This represents a strategic expansion of the existing Strong Heart Study program rather than a continuation of current efforts. No set-aside is used.

Field centers must establish a cohort of at least 1,000 Native American participants per site, with an overall target of up to 5,000 participants across all sites, emphasizing a younger generation. Technical requirements include community engagement and Tribal reviews to obtain support resolutions, establishment and maintenance of a Community Advisory Board, implementation of community-based pilot research projects (four task orders at 2.5 years each), administration of annual summer research immersion programs for high school students (ten task orders at 12 months each), participation in a Steering Committee, training for at least twenty junior investigators and twenty community members, organization of community symposiums, establishment of morbidity and mortality surveillance, and conduct of baseline clinical examinations. Work is classified under NAICS 541715 (Research and Development in Physical, Engineering, and Life Sciences), PSC AN12 (Health R&D Services). The acquisition is divided into Task Areas A (community engagement and coordination), B (baseline examination planning and execution), and C (potential closeout or transition activities). No pricing or budget information is provided in this notice.

Jonathan Lear, Contracting Officer, is the primary point of contact at john.lear@nih.gov.
