About this opportunity
The U.S. Army Corps of Engineers, Memphis District (MVM) is conducting market research to identify qualified contractors capable of constructing a Stringout at Ensley Engineer Yard. The project involves replacing the eastern half of the existing Stringout structure located in McKellar Lake, which includes demolishing existing ramps, barges, and pile clusters, performing dredging operations, and constructing new eastern ramp, pile clusters, a GFE landing barge, and GFE Poseidon barges. The contractor will be required to install electrical and mechanical systems and construct the new Stringout to government specifications, with portions of the work potentially requiring off-site manufacturing and transportation of components to the construction site. The government is evaluating the appropriateness of implementing a Project Labor Agreement (PLA) for this construction project in accordance with FAR 22.5 and Executive Order 14063, and contractor feedback will be considered regarding the potential impact on project performance, competition, and labor availability. Responses to this sources sought notice and the PLA questionnaire are due by July 25, 2025, with the opportunity posted on July 16, 2025.
This pre-solicitation notice does not include any set-aside designations, indicating it will be a full and open competition available to all qualified contractors. The notice does not identify any incumbent contractors or current service providers for this type of work at the facility. No specific contract values, budget ranges, or estimated project costs are disclosed in this market research phase. The procurement falls under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1PZ for Construction of Other Non-Building Facilities, indicating the specialized nature of marine construction work. While specific timelines for construction completion are not provided, the project scope suggests a complex, multi-phase construction effort requiring specialized marine construction capabilities and equipment.
