About this opportunity
The Department of Health and Human Services Office of the Assistant Secretary for Preparedness and Response (ASPR), specifically the Center for the Strategic National Stockpile (SNS), is procuring technical support services for the Security Temperature Monitoring System (STMS). The services to be provided include Wi-Fi connectivity support, 24/7 Help Desk customer support, and maintenance and monitoring of deployed systems. This is a sole source bridge contract procurement under FAR 6.302-1 authority, meaning the government has determined that only one responsible source can meet the agency's requirements without causing unacceptable delays or duplication of costs. The agency's operational infrastructure relies on proprietary systems and software that are unique to the incumbent contractor's technology platform, making continuity of service critical to prevent operational degradation and potential public health risks. This pre-solicitation notice was posted on February 6, 2026, with a response due date of February 20, 2026, and serves for informational and planning purposes only rather than as a formal request for competitive proposals.
No set-aside designation has been applied to this procurement. Paragon Robotics, LLC of Bedford, Ohio is identified as the intended sole source awardee and current contractor providing these specialized services. The notice does not disclose a specific award value or budget range for this bridge contract. The performance period is characterized as a short interim duration designed to maintain uninterrupted technical support services while a competitive follow-on contract is being re-competed. The government retains sole discretion to make the final determination regarding whether to compete this procurement, and this notice of intent does not constitute a binding commitment to award.
