About this opportunity
The Department of Homeland Security's Office of Procurement Operations, specifically the Cybersecurity and Infrastructure Security Agency (CISA), has issued a Special Notice for Strategic Planning, Operational Test & Evaluation, and Architecture Evaluation services. This opportunity is focused on supporting CISA's Mission Engineering sub-division, which aims to protect and enhance the nation's physical and cyber infrastructure. The notice pertains to acquiring engineering capabilities to design, develop, test, deploy, integrate, sustain, and maintain mission systems and infrastructure for federal enterprise cybersecurity. The opportunity is not set aside for any specific business size, indicating potential accessibility for both small and large businesses. The contract will support CISA's broader mission of leading national efforts to protect critical infrastructure through comprehensive cybersecurity strategies.
CISA plans to conduct an in-person Industry Day to provide potential contractors with detailed information about the requirement and gather market feedback. The primary objectives of this event include allowing industry participants to learn about the project, share comments and questions, and help determine the acquisition method. Interested contractors must submit a capabilities statement of no more than 20 pages by January 21, 2025, addressing specific areas such as Agile methodologies, verification and validation methods, and data security capabilities. The government reserves the right to hold one-on-one meetings with companies that provide comprehensive and relevant responses during their market research phase. The Statement of Work indicates a five-year performance period with a base year and four optional years, requiring contractors to possess appropriate security clearances, with program managers needing TS/SCI clearance and other personnel requiring at least a Secret clearance. Key deliverables will include monthly status reports, test documentation, strategic reports, and technical materials supporting CISA's cybersecurity mission.
